The Passive Voice is a "focus structure". In this case, we change the traditional focus on the person that we have in active voice, and we pay more attention to the object.
For example:
Active voice: Botero painted this Mona Lisa.
Passive voice: This Mona Lisa was painted by Botero.
In the Passive Voice, the object is the most important, so we change it to the subject position.
